1、 Origin of INCI

The full name of inci is international cosmetic ingredient, which is the "Chinese name catalogue of international cosmetic raw material standards". The system was established in the early 1970s by the American Personal Care Products Association (formerly the American cosmetics, toiletries and perfume association). The personal care products committee has established the international cosmetic ingredient Nomenclature Committee (Inc), which is composed of professional scientists from the industry, academia, regulators and sister associations. They voluntarily serve the global cosmetics industry. Inc is responsible for specifying the inci name. Inci name is an internationally recognized uniform and systematic name for identifying cosmetic ingredients. In the United States and many countries around the world, regulations stipulate that the ingredient label of cosmetics uses the inci name. As part of the process of making the inci name, Inc monitors the continuous development of the inci naming system and ensures the integrity of the information related to the inci name published in the international cosmetic raw materials dictionary and manual. 2、 Localization process

The Chinese name list of international cosmetic raw materials standards (2010 Edition) currently used in China was released by the State Food and Drug Administration on December 14, 2010. In order to strengthen the supervision and management of cosmetic raw materials and further standardize the naming of Chinese names of international cosmetic raw materials standards, on the basis of the catalogue of Chinese names of international cosmetic raw materials standards (2007 Edition) issued by the Ministry of health, The State Food and Drug Administration organized the translation of the names of raw materials included in the international cosmetics raw materials dictionary and manual (12th Edition) published by the American cosmetics, toiletries and perfume association in 2008, and completed the catalogue of standard Chinese names of international cosmetics raw materials (2010 Edition) and issued it.

On August 31, 2018, the office of the State Drug Administration publicly solicited opinions on the proposed revision of the technical specifications for the safety of cosmetics, and translated the international cosmetic ingredient dictionary and Handbook (2016 Sixth Edition) published by the personal care products association of America (PCC), The catalogue of Chinese names of international cosmetics standards (2018 Edition) (Draft for comments) was formed and publicly solicited for comments. This version of the catalogue contains a total of 22620 raw materials. We look forward to the official release of the new version of the catalogue as soon as possible, which will provide a basis for the Chinese naming of international cosmetics raw materials standards.
